Holding non-partisan elections will encourage candidates to speak their minds, not being so accountable to any particular political party.  It would be especially good for more women to run for local offices, especially for the school board.  From my experience as a school teacher, I believe women (mothers) are much closer to school situations because of their ties with the teachers and their own children who attend those schools.
