Total "lunar"cy.  Who would think Congresswomen would make this nursery rhyme come true?  "Hey diddle diddle, the cat and the fiddle, the cow jumped over the moon. The little dog laughed to see such a sight, and the dish ran away with the spoon."  I think a whole lot more than a little dog would be laughing at us should we do such a thing!
