The Department of Homeland Security seems to be the clearing house for getting more $$ to local law enforcement.  Yet, it is not always clear what their agenda is and how their operations are monitored.   What does Homeland Security do in South Carolina with SLED, for example?   In NYC alone, the Homeland Security Department funded the NYPD for the overhaul of technology monitoring.  I know local governments are seeing more $$ for technology such as cameras for cars.  I don’t question their need for more equipment, including ammunition.
