First question...why the excessive costs? A leak in the line or high rates?  Sounds like the town fathers are taking the delinquent billing problem out on the kids.  If it's in the courts then turn on the water!

I would ask why there is such an excessive cost? Has the town raised the rates around the school? Was there legislation passed recently that changed the financial situation of the school? I would also question why the school was not paying. I would need more details to understand what the case was really about…

I still count myself extremely fortunate to have spent most of my teaching career in a small district, that regardless of the school board or the administration team had a motto that guided all their decisions:  "It's the kids that count."

This definitely seems like a decision for the courts.  They can determine if the cost is indeed excessive and perhaps ask the town to make an adjustment for the school district.   If not, then the schools will have to create their own restrictions on water usage, especially since most of us tend to waste…
