Nice gesture, but I don't think it will ever happen. Solid fiscal and tax policies are better than sound bites and headlines. A better policy would be to reduce taxes/user fees prospectively as adjustments are warranted (based on past budget surpluses).

I think that this is extremely bold, but if the people are being over taxed then it is also and honest step forward allowing the people more income to spend on the things they want rather than letting the State spending revenue on things that are not needed

As a Texan and Rick Perry supporter, I think it would be great to pass such an amendment to the Constitution of Texas. It will be interesting how he would go about determining the "refund" for each person/family. So far, though, I'm all for it!!!!
