I honestly don't understand these little exceptions, uh... "options",  that either side pulls out from time to time to skirt normal logical up-and-down votes.  Nuclear or otherwise.  Just vote.  Whichever side gets the most votes wins.

Harry Reid was for keeping the filibuster rule before he was for changing the filibuster rule. He is not true to the spirit of the Senate.
