He is distancing Hillary from Obama

It's a subtle move for the Clintons to distance themselves from the flailing Obamacare, so that Obamacare will not be a political albatross for Hillary's presidential campaign.

Political grandstanding for his wife.   The Clinton’s were all about government run healthcare when he was President.  Now that she’s vying for the job they’ll do or say anything in an effort to ensure she’s the next President.

Two Thoughts: 1)  He is positioning the Clinton perspective on Obamacare for Hillary's run for President. 2)  He's not stupid.  He sees the polls.
