The New York judge applied the correct constitutional test to the government’s attempt to place limits on citizen’s actions.  The ban serves no legitimate governmental control interest and is constitutionally inappropriate.

I think this judge is saying that people have to take responsibility for their own lives and not have big government to determine every decision for them.  He is warning about too much governmental interference.
