Given the infrastructure differences in each region Reid is probably right in terms of dollars. I imagine that the NOLA citizens would differ with his assessment.

We have a spending problem. 72 per cent of budget is entitlements, that doesn't include Social Security, Medicare and Medicaid which are theoretically self-sustaining. Why does our government issue 81 million checks per month in entitlements? Who is actually working now?

Considering how much taxpayer money universities receive I'm guessing the governor feels obligated to protect the investment. Sanctions can jeopardize income! This is another area that needs review.
