It is very difficult to evaluate any new candidate who has no record in public service. Many organizations send out questionnaires which candidates are to fill out. It is hard for a new candidate to fill out many of the questions as they do not have previous information and need to learn. Hence it is difficult for the public to read positions stated by the candidate.
Yes, it seems that the primary process is so intense due to the need to raise money to overcome the excessive spending of the incumbent. AND unfortunately it is the challenger with the most money who wins a primary and they may not be the person who can take out a Democrat. It is very complex and I do not think that there is any one answer. Each district has its own personality and there is not a one kind fits all kind of campaign.
