He is pushing for this now since the Democrats have a majority in the Senate but not a super majority.  When they were in the minority and the Republicans voiced their desire for a simple majority vote for presidential appointments he was against it.  The Senate is supposed to be a deliberative branch and I believe we should keep the requirement for a 2/3 majority for these appointments.
