I am not sure that I believe that the USPS suffered any actual damages.  I do think that he should not be allowed to keep all of his income as he received it by acting in  a corrupted manner.  He did in effect break his contract by using drugs so a return of income from the contract is appropriate both for himself and the others involved.  Just taking his medals is nothing for what he did to other contestants who could have enjoyed the honor of winner which he stole from them during his corrupt competitions.  The Justice Department can always drop the case if they want, but had to meet the deadline to file, or nothing at all.  Probably a good move.
