It sounds almost like an April Fools joke.  It would be a much bigger savings to the American taxpayers if the travel was restricted, and both were willing to give up travel on the taxpayers dime.  The position of 1-2 non-elected czars would also be a bigger cost savings, or perhaps the collection of delinquent tax from Federal employees.  It continues to reflect that unwillingness of this President to get serious regarding in spending reductions.
