According to news reports, the UN Arms Trade Treaty will probably pass overwhelmingly when it goes to the UN General Assembly.  However, the 29 nations (mostly dictatorships) who voted against it earlier have shown their hand.  The probability of these nations following the Treaty is unlikely and the enforcement of those not obeying is the same, unlikely. The big question is, how will President Obama react to the Treaty? Will he sign a flawed Treaty?
