Governor Perry's State of the State speech was not unusual in subjects or tones.  He touts the successes Texas has with bringing businesses to the state and our state is consistently at the top of the list when it comes to standard of living and opportunities here.

The Rainy Day Fund is something that Gov Perry has resisted tapping into in previous years.  Last session - Texas legislature meets every other year - the governor came under fire for waffling a bit on that before he went back to being opposed to tapping into it.  Conservatives and Republicans support returning money to taxpayers when possible and that goes in Texas, too.  However, to change the state constitution would be a task that I'm not sure the politicians will want to take on this year.  Also, we are still in the grips of a draught and our roads need work.  This suggestion makes some of us who thought he wouldn't run for re-election again think maybe he has changed his mind.
In other words, to me, living in Texas, I think it may have been more talk than it will get action.  Perhaps I'm wrong.
