Since the money for the $60 million dollar fine more than likely comes from donors in the state or from alumni who are loyal along with some tax dollars, I think that it is reasonable that this money be spent within the state to set up programs for the abused as well as educational processes to help young people know how to get help at an earlier age. When the NCAA only supports perhaps 25% being spent in Pennsylvania, the Governor has cause to be taking it to court to have more money spent in his state. While the current team had nothing to do with the abuse scandal, the other sanctions help make it clear to other colleges that they cannot tolerate or turn a "blind" eye to reports of possible abuse. Abuse allegations must be investigated by professionals. I do think it was a very harsh administration of justice on the school this many years later. But something needed to be done to give the case the proper attention.
