It seems that this small town has missed the mark on good clean water.  Now they need to find the money to fund the required improvements that  people in a town that size cannot afford.  Should they ding the school district for the large increase, probably not. Yet it actually showcases the authority that  departments of health have over any town. They have to improve the system at around a million dollars or be fined and they can afford neither.  An arbitrator should step in and help negotiate the amount the school district would be required to pay as their fair share.
