"Critical information needs" ... it is not just a "possible" study, it is set to happen.  The purpose is to determine if the news organizations are fulfilling our "Critical Information Needs" and in particular to those less advantaged or minority.

So ... who is deciding what our "Critical Information Needs" are?  It is like our new "Minimum Essential Benefits".   These are Federal Mandates on our lives.  I call bull.
