While in theory this would be a good idea, in reality candidates running in local elections will be supported or opposed by a certain political party.  In our county in Florida our local school board members are non-partisan but it does not make much difference.  We know which ones are progressive and which ones are conservative.  It is all about the support (money) from the politically connected members of the community and what agendas they want to see advanced.
