This appears to be another flawed law.  The point seems to be to inform voters that some people collecting signatures are being paid to do it and the voter needs to understand the initiative they are signing to be put on the ballot.  The carve out exempting union members appears to defeat the very intent of the law, which is that ten percent of the signatures collected be solicited from non-paid volunteers.  We all know the unions are very well organized and members will do anything to advance their organization or the Democrat Party.
