Food stamps have always been traded in the underground economy, including for illicit dealings. One would think that a a person would no longer receive the benefit if caught in such fraud. The need for food stamps has risen, but is it really the best solution? Foodbanks and local charities are very efficient in helping the poor. Any federal program is wrought with waste and fraud. Our country is simply too large for proper administration of such programs. State programs are difficult enough to manage, but S.C. is making progress by limiting the use of food stamps to healthy foods only, similar to the WIC program.
