Wow, so difficult. In the culture in which Putin operates, he needed to defy the USA in order to keep his Macho alive. In an attempt to appease Obama, Putin is asking Snowden not to tell any more secrets that would reveal USA secrets to the world. Now, if Obama had not embarrassed and angered other heads of states by stopping an executive plane (Bolivian) transporting the leader of a South American nation, he would not have so significantly downgraded world opinion regarding his leadership. This airplane stopping incident reflected a significant lacking in our espionage skills. This was another failure for our national security team. So now here we are facing a diplomatic issue of a proportion for which there is no good solution. If we stop diplomatic talks with Putin, we lose in the arms question in Syria from the get go. Other international questions will be put aside as well. Now for me, to put aside the reduction of our nuclear capabilities will be fine but there are other important issues we need to continue to talk about. I don't think that Obama should ban our athletes from the Olympics. After working on this answer, I think that I come down on skipping the summit, allowing some cooling off and then maintaining relations to negotiate the return of Snowden by promising no torture, a free defense team for Snowden, promise that he would be held in a house arrest instead of in a prison and so on and then Putin may be able to save face and return Snowden to US soil. Tough and I am not sure that this is where I would be upon future information on the entire issue.
