The EU has not blacklisted Hezbollah completely, only what they are calling it’s “military wing.”  It is impossible to separate Hezbollah into “wings” – its terrorist ideology is consistent throughout the organization.  This will have very little impact on its activities.  The EU has shown once again how little real power it actually possesses when it comes to fighting terrorists and terrorist organizations.
