I would like to be charitable and say that this is a well considered action, but I think two things may be driving it.  One, it is purely political, postponing it until after the 2014 election, thus removing some of the onus from the law.  And, two, they may not have had time to thoroughly prepare all the legal work, etc., in time to roll this out.  I don't like to sound skeptical, but it is very difficult not to in today's political climate.  Maybe it will just go away, but I doubt it.
