In the words of Senator Collins, "chilling."  From  Benghazi to the IRS audits, the Obama administration "passes the buck" when caught.  It appears that higher level officials have no problem throwing  lower level workers under the bus and then claiming to be unaware.

While we should not rush to judgement "before trial" it is interesting that this "targeting" of conservative groups was supposedly known by higher officials as early as 2011 per a draft of an IG report yet nothing was done by ""those in leadership and the American public is just hearing about it now.

This administration's theme of distancing itself from wrongdoing  and " passing the buck," is endemic in this administration.

Sadly, we have come a long way from the days of Harry Truman where the buck stopped with him.
