Fannie and Freddie, while they USED to trade on the NYSE..are no longer allowed...the stock was valued at below $1..and has been delisted...and ..the Treasury Department owns the stock now.....read their 10-K and 10-Q. All this happened when conservatorship took place in 2008. Read their 2011 amended 10-K/A...it talks about what they are required to do now...their goals....they are required to reduce their footprint....thus allowing more financial service organizations to get into the market...when understanding the complexity of the housing market...you might understand that winding down Freddie and Fannie isn't something that can be done overnight no matter what the Government promises.
