I always thought most employers of full time employees required a physical before the application process was complete.  At one time, teachers in North Carolina were required to submit a form from a physician before they could draw their first paycheck.  For me it was a blessing.  That's how I was able to have a lumpectomy for breast cancer.  Things turned out well, but it would have not been found except for that pre-school doctor visit.  When my son applied for a job with a Florida library system, he had to go to Florida for the doctor visit.  That was in 2000.
