It is a little puzzling to me why the DHS has purchased over 1.6 Billion rounds of ammunition.  This is especially puzzling since the Obama administration is trying to push hard for gun control for the average citizen.  What is the purpose for their amount of ammo if citizens have their own guns taken away from them?  I can only think of the first graduates of the administration's  homeland security force who are supposed to keep us safe or keep control in our communities?
