What a concept!  Returning the people's money to them.  It is well known that if "extra"  money remains in the government coffers, a way will be found to spend it.   I favor smaller government, and support the Governor's proposal.  I would hope, however, that the Governor has an ample rainy day fund for those unexpected items.  Excess taxes returned to the taxpayers may have the same effect that the now discontinued payroll tax had on the economy - giving some people (as much as a $1000 in the case of the payroll tax) extra spending money to help stimulate spending.
